- A New Security Architecture for Europe? Russian Proposals and Western Reactions Part II, Patrick Nopens, Security Policy Brief 10, April 2010.
Part II of the Security Brief on the Russian proposals for a New Security Architecture for Europe focuses on the Russian drafts for a “European Security Treaty” and for an “Agreement Governing Relations among NATO-Russia Council Member States in the Security Sphere.” It questions what added value, if any, these proposals have for enhancing security in the Euro-Atlantic region. It argues that the Corfu process seems a more realistic way forward. It should focus on pragmatic adaptations of existing institutions, procedures and instruments in order to overcome Cold War stereotypes that still survive two decades after the implosion of the Soviet Union.

Central and East Africa remains the most conflict prone area of the African continent. In 2010 and 2011 the countries in this region will - or have just - undertake national elections furthermore the crucial referendum on the future status of South Sudan will be organised in 2011. Given the nature of the region, its recent history, the continuing high level of violence and the nature of politics in the countries concerned, it is clear that these elections represent a major threat to stability in the wider region. This seminar focused on the 2 major countries in the region, the DRC and Sudan and the regional impact of the political processes on the sub-region. It also looked at the African and international (UN, EU) capacity to manage this situation and potential opportunities for mediation.
